Subs are by Hikari no Kiseki (episodes 1-21) and by an anonymous fansubber (22-43 + extras)
Extras are lyrics + video files for the two music videos. These contain spoilers and also additional material happening after the events of the show. There is also a 4 page epilogue thing from the artbook.
I OCR'd and styled HnK's subs, and since anon's subs were in good old Arial, I went and applied the same styles to them too (making sure the overrides look as intended). Gomennyachai.
I considered using Shiniori-Raws BD encode, but it has a quite nasty pixelation effect on the edge of pink/red areas in some scenes, and since it's SDBD, there's zero quality improvement over DVD.
Fun trivia:
This anime is based on a 1967 manga and TV drama created by Mitsuteru Yokoyama, who also created Mahoutsukai Sally, Tetsujin 28-gou and Giant Robo.
The Queen is voiced by Kokonoe Yumiko, who played Comet in the 1967 TV drama, and Comet's aunt Spica is voiced by Ooba Kumiko, who played Comet in the second season of TV drama that started in 1978. Here you can watch the openings of both seasons (a mix of animation and live action):

It's faster than using VideoSubFinder with FineReader or Tesseract. OCR+editing(very autistic) was taking me about 1 hour/episode for Comet-san and 40-50 minutes for Pastel Yumi (my next project)
