Durante la campagna elettorale presidenziale americana prendono piede le proteste contro la "notte del giudizio" che alcuni ritengono sia solo un metodo del governo per ridurre la popolazione povera e le relative spese di assistenza. La candidata alla presidenza senatrice Charlie Roan - che visse una terribile esperienza 18 anni prima durante uno dei primi "sfoghi" - intende eliminare la notte in cui ogni crimine è concesso. Ma i cosiddetti Nuovi Padri Fondatori, che l'hanno introdotta, non stanno con le mani in mano. Sostengono Edwidge Owens, un religioso rivale di Charlie, ma soprattutto vogliono usare la prossima notte del giudizio per eliminare la rivale.
